Sandpaper is of little value in sharpening carbide bits. The diamond paddle-shaped stones of varying grits seem to be the most cost-effective tools for this purpose.

You’re absolutely correct. For anything small or oddly shaped (scissors, router bits, your forward incisors) you need a whetstone, sharpening rod, diamond stone, etc. to properly sharpen them.
